Construction has officially begun on the new Papakura District Court, located on the former Papakura RSA site at 40 Elliot Street—a development hailed as a crucial step toward modernising New Zealand’s justice infrastructure and speeding up legal processes.
The long-vacant 7925sqm site, purchased by the Ministry of Justice in 2023 for $11 million, was previously home to the Papakura Returned and Services Association, which closed its clubrooms in 2022.
Plans to use the old RSA building temporarily were abandoned after further investigation revealed it was not fit for purpose, prompting the ministry to proceed with a purpose-built courthouse from the ground up. The site had sat unused for over two years, with its future uncertain until the Government included the courthouse project on its fast-track consents list.
The new development will replace the existing courthouse at 250–260 Great South Road, located just 900 metres away. The current Papakura District Court is in urgent need of replacement, with the building wrapped in scaffolding and plastic sheeting since late 2021 to protect it from water damage.
Chief Justice Dame Helen Winkelmann previously listed Papakura among 12 courts in critical condition, citing its deteriorated state in a briefing to the Attorney-General in 2024.

Justice Minister Paul Goldsmith and Courts Minister Nicole McKee say the new court will deliver faster, more efficient legal processes while addressing critical infrastructure needs.
“Improving the quality of New Zealand’s infrastructure is vital to creating jobs, growing our economy and helping Kiwis with the cost of living,” said Goldsmith.
“Courts are an important part of our social fabric, where the law is enforced, civil disputes are resolved, and the rights of individuals upheld,” he added.
The new courthouse will feature:
- Three courtrooms
- Two hearing rooms
- A dedicated suite for vulnerable witnesses
“Victims are our priority, and this helps return them to the heart of the justice system,” said McKee. “Half the new building will be prefabricated off-site and installed on location—reducing costs, build time, and material use.”
The facility is expected to open in early 2027, with an estimated budget of $34 million.
The new court aims to serve the growing South Auckland population, relieve pressure on nearby courthouses, and restore permanent, high-quality judicial services to Papakura.
